Three things you already know:

  1. The correlation between intentions and behaviour is modest
  1. Intentions account for only around 30% of variance in behaviour
  1. Past behaviour is a reliable predictor of future behaviour

So, how can we help students to achieve their targets?  Well, the psychologist Peter Gollwitzer has the answer…  In short: getting students to identify when they will do their work and where they will do it is likely to increase the likelihood of success.
